Light Blue Topaz - $.35 to $.55/carat  
Locality: Brazil
This is the cheapest blue topaz we have.  This material is flawless and will cut brilliant stones that look like high quality aquamarine - but much less expensive.  We were told by the supplier that this material is natural and not irradiated.  They are a trustworthy supplier, but we have no way of verifying their claim. Over 90% of the blue topaz on the market is irradiated to create a deeper blue color.
